"Expand All/Collapse All" button state on Top Comments seems opposite of what it should be #3532

Describe the bug
Expand/Collapse All button on Top Comments page is defaulting to "Collapse All" on load, which is already the default state. i.e. you have to click it twice to expand.
Steps to reproduce
Load Top Comments
Observed behaviour: ...
Expected behaviour: ...
Seems intuitive to me that button state should show "Expand All" on load, so you only have to click it once to expand.
