Problem description:

1. A user writes a comment on github that tags the openhands agent at.openhands to trigger an agent flow.
2. Someone clicks on "Quote reply" to write another message/
3. Because the second message contains the at.openhands, it will trigger another openhands agent flow. It should not.

Expected Behaviour

The second message should not trigger the openhands agent.
