Based on the past (so this is not official), the answer to all your questions is no, though rounds tend to have an annual cadence. Typically when a new round is imminent (say, a couple of weeks away), a member of the TechEmpower team would open an issue to announce it.

However, you don't need to wait for a new round to see the results of your work - just keep an eye on the continuous benchmarking environment.
