At present, the Minio instance has a single bucket - argo-artifacts - and a single account with full permissions.

We'll want to make that more restrictive and look at how best to configure Argo to use them.

At the moment Argo is set up to use the full permission admin account to upload to and download from the argo-artifacts bucket.

We should look at setting up separate ingress and egress buckets with separate accounts provisioned with appropriate permissions.

We can potentially set these buckets up as known repositories in argo, so that users can simply specify which bucket to use in their templates.
