Sub-issue description

When a user submits their request for deletion, we also want an email notification to be sent out to them letting them know xyz information.

When a user submits their request for deletion, their domain will be put into "on hold" state for 7 days, and then will be subsequently deleted by an Analyst.

Acceptance criteria

• E-mail fires off when the modal's "Yes, delete" button is clicked by a domain manager
• Make sure email has correct content
• Make sure email has correct fields to grab the right content
• Email will be sent to all domain managers
• BCC [email protected] email
