Add support for advanced insights mode on the RDS cluster.

Expected Behavior

database_insights_mode can be set to advanced on the aws_rds_cluster resources.

Use Case

AWS is sunsetting AWS RDS (Aurora) Performance Insights Dashboard from the service and moves it to the CloudWatch Database Insights dashboard. As I see it some functionality, i.e. Execution Plan Capture and On-demand Analysis feature required advanced insights mode which cant be set at the moment.

Describe Ideal Solution

Add input variable database_insights_mode and propagate it to the aws_rds_cluster resources.
