Feature Request: Automated way to see if a tip has been submitted already #76

Is your feature request related to a problem? Please describe
Before submitting a tip it would be nice to know if there was one already submitted for the same idea or not, without having to manually search all of the tips for it.
Describe the solution you'd like
I'm not exactly sure, but some way of letting a user know BEFORE they type out their tip, if there's already one for this same area.
Describe alternatives you've considered
Maybe this isn't a big deal? It's probably not a problem if we end up with 2 tips for the same thing, especially if they explain the concept in a different way, as one explanation might not click for some users, but the one does.
Additional context
If we had a website for submitting tips, you could have them first enter the title of the tip, then it would automatically list similar tips; similar to what sites like Stack Overflow do.
