reporter Upserting of comments does not work properly in longer PRs

It seems that whent he PR is larger than a number of comments digger ends up commenting each item in its own comment. I believe the reason has something to do with digger's fetching of previous comments, it probably doesn't fetch all the previous comments, which leads to this issue
