[release/8.0] Re-enable NuGet Audit

In https://dev.azure.com/dnceng/internal/_git/dotnet-efcore/pullrequest/54672 we had to disable NUGet audit. We should enable it back and bump the versions to get rid of the alert

@dkurepa @ViktorHofer I don't think that NuGet Audit should be enabled in the official build as it can potentially start failing the build at any point during a release, delaying it.

@AndriySvyryd is the worrk here already done? Did the internal code that disabled it already flow to public? If not, then we should keep this issue opened.
