run_CI_locally fails due to missing directory

This line causes my local CI to fail, removing it seems to let everything work although my CI run has not yet completed.

I am honestly shocked that run_ci_locally actually "works" in any way now. It was pulled in when I moved from the ESP8266 core and hasn't been touched since the earliest versions.

If it does complete with that edit, please do make that PR and I'll be happy to merge. Thx!

Actually, you can change

	git submodule update --init
	(cd pico-sdk && git submodule update --init)
	(cd pico-extras && git submodule update --init)

To just

git submodule update --init --recursive

The issue with TinyUSB taking GBs of space and over 256 char paths was taken care of quite a while back.
