Oracle pipelining

Since Oracle JDBC v23, [pipelining is possible in Reactive Extensions](https://docs.oracle.com/en/database/oracle/oracle-database/23/jjdbc/pipelined-database-operations.html)

We cannot experiment with this though until the Reactive Extensions bug is fixed (see #1343 )
