Broken AvgPoolAndTruncToQuantAvgPool transformation #92
Description
The detection and transformation of the AvgPooling nodes from brevitas to FINN has been broken since Xilinx/brevitas#1042.
- Decide if we need [trunc/quant_avg_pool] Update Trunc and QuantAveragePool to match how Brevitas Ops work fastmachinelearning/qonnx#170 in our QONNX version
- Update AvgPoolAndTruncToQuantAvgPool transformation

Add tests to detect if the transformation is again broken - Fix convert to hw
