Add decline option to the (MatrixRTC) call notify toast #30727

What would you like to do?
Decline a call if i cannot join.
Why would you like to do it?
To have all my other devices stop ringing.
How would you like to achieve it?
By pressing a decline button in the notification toast

This will use the rtc notificaiton and decline events. See:
