Steps to reproduce

When "help_encryption_url" is defined in config.json, in the Encryption section of Settings the "Learn more" hyperlink does NOT point to the value set in config.json but points to https://element.io/help#encryption5.

From what I can tell this is the only "help" link that could be relevant, so this to me looks to be a bug.
