WIP: Find previous installed CLI

Will detect all occurrences of exercism.exe that might exist in PATH.   At this point only deals with the first found.  The first found location can optionally become the install location, which will overwrite the old CLI with the latest.

More needs to be done to deal with multiple finds of the CLI and if it was installed previously via Chocolatey.
