definition hoisting

Currently the following is not allowed:

The definition of foo and x are inside the body of of ds.page component, which is currently not allowed. But this causes problems at times, so we are going to house definitions outside of body, and pretend the code was:

-- end: foo

-- integer x: 20

-- ds.page:


-- ds.h1: hello world
-- foo: $x

-- end: ds.page
