Windows 2025 build is broken due to missing makensis #2781

Describe the bug
The Windows Actions Runners moved to Windows Server 2025 and apparently they have removed NSIS from the image: actions/runner-images#11754
Need to either go back to 2022 or figure out how to install it.

Run a build.
