Test builds with the Botan C++ library installed via a package manager

We are currently building and testing the Botan Haskell libraries using Botan C++ libraries built from source, but it would also be useful to see if we can build and test the Botan Haskell libraries successfully with the Botan C++ libraries obtained from a package manager.
