Use llm-d-kv-cache-manager release v0.3.1

Use newer llm-d-kv-cache-manager which supports new KVEvents format
Add command line parameter which determines which version of KVEvents to emit

In vLLM the --prefix-caching-hash-algo command line parameter defines which algorithm will be used for blocks hashing, the valid options are sha256 and sha256_cbor. sha256 is the default.

TODOs:

• Need to ensure that kv-manager supports both options, and check how to work with them.
• Add --prefix-caching-hash-algo parameter to the simulator configuration.
• Update simulator to emit kv-events in the appropriate format.

Postpone this issue since there are still changes in vLLM and kv-cache-manager related to KV events.
We will move to the more recent version.
