[tools,fusesoc] Deploy fusesoc with recent fix

Description

Install and deploy fusesoc with the change in lowRISC/fusesoc#5.

• Create a release with this fix
• Create a PR to update the opentitan repo's python-requirements.in to point to the new "release" tarball (and update python-requirements.txt)
• Make pip3 actually install the release in user's repos

We're now on upstream fusesoc v2.4.3, I believe virtual core files have changed with the migration
