Modify the turbo:load event listener such that it will only fire once, instead of on every single turbo:load event, thus causing errors on subsequent navigation events.

Cleaning up the encapsulate_js function to properly create and destroy the event listener on execution instead of allowing the event functions to accumulate over multiple page visits.
