Bump cookie and grunt-contrib-connect

Removes [cookie](https://github.com/jshttp/cookie). It's no longer used after updating ancestor dependency [grunt-contrib-connect](https://github.com/gruntjs/grunt-contrib-connect). These dependencies need to be updated together.
