Rationale
The Notices feature as currently implemented in Learner Dashboard depends on an edx-platform plugin that is not part of the Open edX org. See the notice in the code:
As such, this feature should be deprecated and removed.
Removal
The entire "notices" feature, including components and toggles, as implemented in the NoticesWrapper component, will be removed from Learner Dashboard.
Replacement
There is no replacement planned for this feature. If there are users in the community interested in this feature, it falls onto them to convert it to a into a frontend plugin.
