Create fully populated .cfg files?

I know that Mame creates a .cfg for each game/rom you load. But if the game's input or dipswitches are using default values, then the .cfg is mostly empty.

Is it possible to force Mame to generate fully populated cfg files that have all inputs, dipswitch settings, etc even if they are using default values?
