Accept Multiple Locales in fallbackLocale Query

Description

This feature is to enable the fallbackLocale query parameter to accept multiple locale values, allowing prioritized locale fallback in a single query.

Details

• The query parameter fallbackLocale should accept an array of locales
• The API should resolve localized fields according to the order prioritized in the fallback list
