Update Ruby 3.2 to 3.2.6

Ruby 3.2.6 was recently released: https://www.ruby-lang.org/en/news/2024/10/30/ruby-3-2-6-released/

We should upgrade our Ruby 3.2 component from 3.2.5 to 3.2.6.

This release includes REXML fixes, some of which were backported. We should check if any previous REXML changes that we patched in the runtime are included in Ruby 3.2.6, and remove those patches if they are redundant.
