RNG documentation string encoding problem #1097

See below for version info.

I use a catalog which points to a RNG schema that contains documentation with German umlaut (ä for example). When I open the RNG file, the file looks correct. When I open the XML file which has the association to the RNG file, the encoding of the file seems broken.

Both files are encoded in UTF-8, a link to the catalog and RNG schema: https://github.com/speedata/publisher/tree/develop/schema

Windows 11, ARM, VSCode. I experience no problems with VSCode on macOS (m1/arm)
