Tags Not Loading On New Topic

The client reported this but. I have not yet verified it.

Manoj reports that when a new topic is created the tags do not load. They do load once the topic has been saved.

I also have this issue. I cannot add tags when I create new topics. The way I finish my task is to create topics, and add tags by editing it. Thank you for adding this to the list.
