refactor: directly build add-on

This PR brings the code from https://github.com/splunk/addonfactory-ucc-generator-action/tree/main and aims to deprecate this repository in favor of supporting less.

• https://github.com/splunk/splunk-add-on-for-okta-identity-cloud/pull/373 - I downloaded the built add-on and it looks okay but I did not check every single file

It could be simplified even further when ucc-gen build command is able to build UI in itself.
