ROX-31146: Add workflow for tagging konflux-maintainers

This is my suggestion for the discussion in this thread for the problem of excessive emails.

I tested on this repo fork in this PR stackrox/mishas-operator-index-fork#2 - feel free to take it over and play with it.

If we go ahead with this, my next steps after merging this PR would be approximately these:

• 1. Try opening a PR on this repo to make sure it works as expected.
• 2. Leave it for a day to see how it works for MintMaker PRs.
• 3. Open PRs and backports for all three repos (stackrox, scanner, collector) in master and release branches.
• 4. Once the PRs get merged, add the same members to konflux-maintainers as in rhtap-maintainers.
• 5. Disable all notifications for rhtap-maintainers.
