package: update go and package versions

* Module version update from v2 to v3,
* Go version dep updated from 1.20 to 1.24,
* Tarantool versions in CI updated from 2.8 to 3.4.
* CI matrix in tarantool is now 1.10, 2.11, 3.4 and master..
* Added stub record for migration guide.
