List of TODO items before we can request stage 3.

• Finish html spec PR add import bytes whatwg/html#11657
• Validate the design of the feature through the development of a rigorous and comprehensive test suite
  • Submit to test262 (see json-modules and immutable-arraybuffer for examples)
• Depends on immutable array buffer
  • Add [AllowImmutable] extended attribute for immutable array buffers and views whatwg/webidl#1487
• Develop spec-compliant prototypes to validate implementability, as necessary, or aid in test development
  • Deno 2.4
  • Bun
  • Turbopack
  • Webpack
  • esbuild
  • Node.js
  • TypeScript (maybe want to wait for stage 3) Follow up with TypeScript team once Stage 3 #23 (comment)
