Idea: our-cache add in cache indicator

Would be handy to be able to have a setting that displays when a block or page, or partial has been called from the cache for debugging purposes on none local envrionments

I was thinking something similar to how image resizer handled unlicensed products where it would place a red dot in one of the corners
