whatbot oddity on whatwg/url

I was looking at https://github.com/whatwg/url/commits as you do and saw this:

The person identified there hasn't participated in that commit at all, but does have an open PR that is being reviewed. How did that open PR end up impacting the commits on main? Or did that happen in some other way?

This reminds me of what

was supposed to prevent. Maybe something changed, or maybe there's some other way to cause a similar problem. I'll have to investigate by checking the logs...
