[Bug]: Login V2 doesn't allow for user creation

Describe the problem caused by this bug

I’m unable to register a new user using the new Login V2. When I reach the step to agree to the Terms and Conditions, the checkboxes are missing, preventing me from completing the registration.

To reproduce

1. Use to example docker-compose.yaml: curl -L https://raw.githubusercontent.com/zitadel/zitadel/main/docs/docs/self-hosting/deploy/docker-compose.yaml -o docker-compose.yaml
2. Create a new project and try to create a new user.

@tom-ludwig the fix is straight forward. Navigate to External Links on your organization, or default settings, and add the links for term and conditions

Thanks for your reply! I wouldn’t really call this a fix though, it feels more like a workaround. In some cases (for example, internal applications) adding “terms and conditions” isn’t necessary at all.

That said, big thanks to @elinashoko and @peintnermax for providing a proper fix 🙌
