To Do

• specialize PC with amrex::PolymorphicArenaAllocator
• add a C++ example to AMReX tests Test using PolymorphicArenaAllocator for ParticleContainer amrex#4380
• add a Python test based on the C++ AMReX example

Later On

Later on, we will drop specific specializations of other arenas to save compile & link time. Not this PR.
