We must only look at the mount points when looking for /dev. Cut out all
other columns to make the test robust.

When booting directly from a disk, the rootfs is mounted from the
/dev/root device. This fooled the old logic which then incorrectly
thought that devtmpfs is already mounted.
If CONFIG_INIT is set to systemd, then we should probably want to use
udev from there because both are in one package already.
One might want to add these tools to the target rootfs. To prevent any
collisions, use a dedicated alias for the tools.
