Apply deployment number fix of TX_INIT section to all forks

Applies the fix of Consensys/linea-specification#191 and commit 1cfd438 to all remaining forks:

• London
• Shanghai

Note

Removes the DEPLOYMENT_NUMBER vanishes check and relies on increment + status updates in TX_INIT recipient value reception for both London and Shanghai.

• TX_INIT constraints:
  • Recipient value reception during deployment:
    • hub/london/.../acc_recipient_value_transfer.lisp: remove vanishes! (shift account/DEPLOYMENT_NUMBER ...), keep account-increment-deployment-number, and enforce DEPLOYMENT_STATUS 0 -> 1.
    • hub/shanghai/.../acc_recipient_value_transfer.lisp: same change as London.
