What does this PR do?
We are about to release the new version of datadog-checks-dev and this PR bumps it in the requirements of ddev to be consistent.
Motivation
Some of the latest changes are required so users and contributors do not have model validation failures in PRs after having validated them offline.
Note: this cannot be merged until the latest version has been released since we cannot install ddev to run tests.
