I noticed there is no unpinned ubuntu 16.04. Is this a bug?

Are you still working off release/2.1.x? I don't know why no unpinned on ubuntu 16.04. It is too old. No need to fix it.

Can any of these images be removed (IE. not supported)?

I think at least centos can be removed. Keep Ubuntu 18.04, 20.04, one Amazon Linux, and at least one MacOS. We can remove anything else we decide in the future.
