Global Admin is not required for this configuration, I've just completed it with a Power Platform Admin in our tenant by assigning them Owner in Azure over the Subscription the storage accounts reside in. Callouts for Global Admin are too prevalent and misleading, and are often the result of a lack of investigation for Least-Privilege permissions
