Description
This addresses a TODO in arena translation for functions, and in doing so refactors some code to handle what should have always been an error case but was silently getting passed over.

All tests in
move/ still run, and all tests insui-adapter-transactional-test/still run except for the PTB v2 weirdness.Release notes
