To make scripts/install_osx.sh work on macOS 15.2 (latest stable), this PR:

Bumps dart release to the latest
Adds python -m pip install .. to install dartpy, according to dartpy not being installed from source! dartsim/dart#1848
Changes some flag prefixes from DMAGNUM_WITH to DWITH
Adds some sudos
