The when condition will fail since there is not yet a logparse script for stepup logs.

Let the rsyslog role write a logrotate configuration for rotating the stepup-authentication.log, like it does for engine.
Removed PHP lastseen script to make the role work on Debian host, created issue #493 to fix this.
