Updating Requirements

Relaxing the version requirements to address issue #266

Description

Version 4.2.0 enforced strict equality on dependencies using ==. This PR restores the dependencies to their earlier versions and relaxes the requirements using >= in the requirements and setup.

Motivation and Context

Relaxing the version requirements should make UQpy more compatible with different packages and environments.
