Pumas 2.7 uses LinearSolve 3.12.0, and we can only update to a newer minor or major release with #781 in a feature release. For the currently prepared patch release it would be convenient to not have to deal with the preference system, hence in this PR I propose to backport #781 to 3.12 and tag LinearSolve 3.12.1 whose only difference to 3.12.0 would be that use of MKL is disabled on MKL_jll < 2022.2.
