feat(download): add Sustainer CTA to hero section with translation support (#186)

Description of change

This PR adds a new Sustainer CTA to the hero section of the download page, as described in issue #186.

• Introduces a reusable CTA component for call-to-action sections.
• Adds the CTA to the download page hero section with the button "Reinvest in Eclipse Temurin" linking to Sustainers
• Includes translation support for the CTA description and button text in all supported locales.
