This Pull Request is for Issue #2754069 on Drupal.org: Decouple site verify tasks from "install" task.
This is one of the choke points preventing aegir from hosting other things, or using other things to host Drupal (like Docker).
The details are in the Drupal.org issue. This PR will be used for testing & development.
