With changes to the consumer protocol, rebalance may not necessarily result in a "stop the world".
Thus, the method for calculating pause time in
ConsumerPerformance#ConsumerPerfRebListenerneeds to be modified.Stop time is only recorded if
assignedPartitionsis empty.
