Move encoder section to have more MCU cycles
Requirements
TFT with encoder
Description
The TFT encoder doesn't work reliably when settings high values of Flow and Speed. This PR solves this issue by moving the encoder section to a location where the section gets more attention from the MCU (before the priority divider).
